Assessment Validation Overview

Registered Training Organisations have multiple tasks after becoming registered, like yearly reports, AVETMISS compliance, and promotional compliance. Among these tasks, assessment validation is notably challenging. While we've discussed validation in multiple publications, let's return to the basics. The Australian Skills Quality Authority defines validation of assessments as a quality review of the assessment process.

In essence, assessment validation is about identifying which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, adhere to the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations require two types of validation. The initial type of validation of assessments guarantees adherence to the training package assessment requirements within your RTO's scope. The other type guarantees that assessments follow the principles of assessment and Rules of Evidence. This suggests that validation is performed both before and after the assessment. - Assessment Tool Validation: Sometimes called pre-assessment validation or verification, relates to the initial part of the clause, focusing on compliance with all unit requirements.
- Post-Assessment Validation: Concerns the execution, verifying that RTOs conduct assessments according to the Principles of Assessment and Rules of Evidence.

Methods for Conducting Assessment Tool Validation

When to Conduct Assessment Tool Validation

The aim of validating assessment tools is to verify that all components, performance standards, and performance and knowledge evidence are included by your assessment methods. Therefore, whenever you get new educational resources, you must perform assessment tool validation prior to student use. There's no need to wait for your next five-year validation cycle. Check new tools right away to verify they are appropriate for students.

Nevertheless, this isn't the only reason to perform this type of validation. Conduct assessment tool validation also when you:

- Upgrade your resources
- Introduce new training products on scope
- Audit your course with training product updates
- Spot your learning resources as a risk during your risk assessment

To validate your assessment tools, you will need the complete set of your training materials:

- Mapping Document: The first document to review. It indicates which evaluation items meet unit requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an assessment tool during validation. Check if directions are clear and input fields are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also check if guidelines for evaluators are sufficient and if clear criteria for each assessment task are provided. Clear criteria are crucial for reliable assessment outcomes.
- Supplementary Resources: These may include evaluation checklists, evaluation registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and comply with subject requirements.

Assessment Validation Panel

Clause 1.11 specifies the requirements for panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including sector experts.

Collectively, your validation panel must have:

- Vocational Competencies and Current Professional Skills relevant to the validated unit.
- Current Knowledge and Skills in Vocational Education.
- Either of the following certifications for training and assessment:
- Certificate IV in Training and Assessment TAE40116 or its successor.

Principles of Assessment

- Equity: Is the assessment process fair and equitable for all candidates?
- Adaptability: Is the assessment adaptable to different needs and preferences of candidates?

- Reliability: Are the assessment results consistent regardless of who conducts the training?

Frequent Errors

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit specification is meant to evaluate underlying knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Be Careful with Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers demands the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to enumerated tasks. As mentioned earlier, if students only complete half the tasks, it’s non-compliant. Each assessment item must meet all requirements, or the student is incompetent, and the evaluation tool is not compliant.

Be Specific!

Each evaluation task must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your directions do not confuse students or evaluators.

Double-Barrelled Questions: Avoid Them

Steering clear of double-barrelled questions makes it simpler for students to respond and for trainers to accurately evaluate student competence.

Assurance During Audits
